To translate video, a good option is Express Scribe - [url removed] .
To time-spot, use Subtitle Workshop - [url removed]
And to burn subtitles you may use either:
- VirtualDub - [url removed] - with its subtitler plugin, or
- Any Video Converter - [url removed]
This three-step process is described (for clients) at [url removed] .
All of the four above are free. Only VirtualDub doesn't have a commercial (paid) version.
Depending on your skill, the results you may get with them may be at least as good as with pricey commercial software.
The problem with free software is that it relies more on your skill than on automated features.
